  1. Check your address against Port Phillip's 35 permit areas on portphillip.vic.gov.au.
  2. Create or sign in to My Port Phillip and apply for resident, combined, foreshore, or visitor.
  3. Resident, combined, and foreshore permits live in the digital wallet from 2 June 2025. Visitor cards still arrive laminated.
  4. Display the visitor card on the passenger-side windscreen. Digital permits are read from the plate.

What each permit is for

These figures are council published prices. They change. Confirm on the residential permits page before you pay.

Visitor permits are not digital. They stay laminated. If you leave the card in a drawer, the car is an unpermitted vehicle. Council has said wait times can be extremely busy, including Australia Post delivery.

Visitor permit rules

A visitor permit is only valid while the driver is visiting the linked residential property. It is not a second resident permit, not a tradie all-day pass, and not an Airbnb guest pass. Display it on the passenger-side windscreen. Full wording lives on the visitor permits page.

Airbnb and commercial stays

If you do not live at the property you cannot hold a residential or visitor permit for it. Short-stay guests use paid street parking, a carpark, or tram 96. Resident streets are not a hotel driveway.

Event exceptions: Festival and Grand Prix

A permit does not beat a tow-away sign. On Festival Sunday and Grand Prix race days, Fitzroy Street, Acland Street, Lower Esplanade, and Jacka Boulevard close. Leave the car outside the precinct. Use tram 96 or 16. Logistics:
